For a matter of fact, yes, there is an eay way to do it in Windows IIS 6/7.

1) Open up IIS Administration,
2) Locate the website you wish to restrict access from
3) Right click on the website and select "Properties"
4) Click on the tab "Security"
5) Click on the "Edit" button under the section (IP address and domain name restrictions)
6) This will open a screen that allows you to either Grant access to everyone except the IP addresses listed under (Blacklisting), or Deny access to everyone except the IP addresses listed (Whitelisting)

You can add an individual IP address, a whole subnet or a domain name. Hit Ok and close the Website Properties. This should sum up Windows IIS IP blocking

At 5:30 AM It was determined that both RAID-1 drives are no longer accessible. Therefore, we're going to have to reinstall the OS. While RAID-1 ensures that if one drive fails, the other one keep the system running, in our case it appears both mirrored drives failed completely. This is quite rare to occur, but for cases like these we maintain a backup of your sites data on a separate drive.

The OS reinstall completed....we're proceeding with cPanel install, this will take about 2hrs to complete. Thereafter, we'll restore the backup
